FEDERAL: H.R.65 — Child Gun Safety and Gun Access Prevention Act of 2013


  • Raises the age for legal handgun possession to 21
  • Prohibits anyone under 21 from possessing “semiautomatic assault weapons” or “high capacity ammunition feeding devices”
  • Enhanced penalties for youth in possession of the above
  • Enhanced penalties for transferring the above to youth under 21
  • Requires all buyers to have a “secure gun storage safety device” before receiving a firearm from an FFL
  • Establishes penalties for gun owners if a child obtains their firearm
  • Requires that anyone under 18 be accompanies by an adult while attending a gun show, required parent or guardian consent.
  • Establishes grants for law enforcement gun safety programs for parents and children.
  • Recommends (but does not mandate) that each school district should provide or participate in a firearm safety program for students in kindergarten through grade 12.
