FEDERAL: H.R.138 — Large Capacity Ammunition Feeding Device Act

Summary

  •  Bans transfer or possession of any magazine, belt, drum, feed strip, or “similar device’ capable of holding  (or readily restored or converted to accept) more than 10 rounds of ammunition
  • Requires a “large capacity ammunition feeding device” manufactured after the date of enactment be marked with a serial number clearly showing that the magazine was manufactured after the ban.
  • 10 year imprisonment for violation.

FEDERAL: H.R.137 — Fix Gun Checks Act of 2013 (misnomer, they’re not broken)

Summary

  • Penalties for States that do not make “prohibited person” data electronically available to NICS
  • Requires Federal court information be made available to NICS
  • Defines Federal standards for mental defectives (you really have to read it to understand that now everyone who has a therapist is a prohibited person)
  • Requires background checks for every firearm sale (defacto registration)
  • Requires all transfers go through an FFL

FEDERAL: H.R.141 — Gun Show Loophole Closing Act of 2013

Summary

  •  Requires special licensing of “gun show operators”
  • Requires a report to the Attorney General 30 day prior to the gun show listing and identifying all vendors operating at the gun show
  • Requires all transfers in or around the gun show be conducted through an FFL
  • Requires all transfers be reported to the Attorney General within 10 days (including identifying information on buyer and firearm, defacto registration)
